Minutes of Meeting 26th March 2015

 Present:

Stephen Case, Jonathan Andrews, Steve Burrows, Pete Glover, Liz Ashfield, Ann Edgeller, Kim Edwards, John Sharkey, Cllr Patrick Farrington, Mike Tyson, Jo Bailey.

 Apologies:

 Matters Arising from Previous Meeting:

Minutes agreed, and no matters arising.

 Treasurers report:

No transactions to report. Bill for rental of Tuesday Club received.

 Housing developments:

Cornwall Drive deadline for comment has passed. Baswich Lane phone mast is not as stated in planning app. There is no news re Police HQ site, but it may be used for Severn Trent soil deposits from roadworks. There is some concern over 2 more takeaways at new Co-op and what the old building will be used for. Jaspers still plan to open in a few weeks.  Aldi have bought house so they can extend entry drive to new store.

 Councillors updates:

Canal Bridge needs repair, probably mainly due to HGVs which keep using it despite 7.5 ton limit.

Trip rails would not be a solution to parking on grass verges.

Road crossing for new footbridge is being monitored. Dog and litter bins also needed.

Saltings site sign needed and Baswich library sign is missing.

A new crossing on Baswich Lane is unlikely. Speeding signs should be installed.

All above requirements will be submitted to County Council.

Bus 1 times still irregular with roadworks adding to problems. Arriva thinks situation is improving.

John Francis is progressing 20mph limit but there will be no money for it this year.

 Funding Group update:  

Financial year is from 1st Oct. Accounts needs to be tightened up. Group aims and objectives need to be clear and the Constitution needs to be updated with clear aims for the year and group as a whole. As funding may be received from outside clear audit is required. Accounts have been audited in past. Hygiene course recommended for those involved with Tuesday Club, together with audit system which Jo already has. An increase in the price of attending the club may be considered in Sept.

Group Purpose and Objectives:

General discussion took place re objectives and funding.

Tuesday Group:

Outings will save money with no food needed. Photos needed for website. Good neighbours group could help get people to the club.

Health Centre:

Staff increased with extra nurse and receptionist. Extra GP required. New site needed and negotiations are underway for this. There are scarlet fever cases in area.

 Other Business:

Library will have paid worker and volunteers.

MINUTES OF MEETING 29TH JANUARY, 2015

Present:

Jonathan Andrew, Liz Ashfield, Jo Bailey, Steve Burrows, Bob Chumley-Roberts, Sara Davis,  Ann Edgeller, Pete Glover, Veronica Potter, John Sharkey, Mike Tyson, PCSO Neil Williams

Matters Arising: None.

 

Treasurer’s Report: Had a total of £1969.50 which is comprised of £1253.73 in the main fund, £469.65 in the Tuesday Club account and £246.12 in the defibrillator account. The finance group had met and discussed raising subscription rates for the Tuesday Club and other fund-raising activities. It was suggested that we ask for voluntary donations when the next newsletter was sent out and local businesses be sourced as possible sponsors. The group would meet again to look further into these matters.

 

Police Update: There had been cars broken into on Falmouth and Bideford and damaged on Tiverton Avenue. Some cars were being left unlocked. Youths had been spotted hanging around in Lodgefield Park, which was also a litter hotspot. Officers had been doing speed watch on Porlock Avenue. Neil had been trying to visit local schools.

 

Proposed developments:  Milford Park had been refused and there was no sign of any appeal. The developers had appealed re: Cornwall Drive and the area had been fenced off. Ann was meeting with the planners. There was no progress on the Police HQ and there did not seem to be an appeal re: Falmouth Avenue although a new application might be made. The Aldi development had been passed.

 

Councillors’ update: Nothing had been received from John Francis. Ann and Jo had met with Arriva to discuss the inadequacies of the No. 1 bus. They felt that the meeting had been positive. Steve B. would ask for comments on the website.  Lack of a service to the Saltings and Lodgefield was also mentioned. The Arriva manager would be invited to our next Public meeting.

 

Good Neighbour and Tuesday Group:

Various interesting speakers were attending some of these meetings.

 

Baswich Library: SCC was now proposing to have a paid employee at each library.

 

Parish Council: This should be put on the agenda for the next public meeting and a list of pros and cons should be drawn up.

 

Patients Participation Group: Liz had attended this and the appointments system at Weeping Cross surgery was under review. There would be further discussion of this at the next meeting as some of the GPS were also working on it.

 

20 MPH: It was noted that no feedback had been received from John Francis. It was suggested that John Sharkey should draft a letter be sent to the County Council. Ann suggested liaising with Patrick Farrington.

 

A.O.B.: Canal Trust – points of maintenance were of concern. Ann would set in motion an investigation. There would be a working p0arty to clear the towpath near Lodgefields. The general area there was a disgrace with numerous estate agent boards and much litter.

Minutes of Meeting 27th November 2014

Present:

Matters Arising from Previous Meeting:

Minutes agreed, except for Liz and Kim not being present last time.

Treasurers report:

£1425 received from J Francis and l Bloomer in October. Proposed and agreed that this to be allocated £905 for Tuesday group room hire, £150 to Church for meeting room hire, and £80 for room hire for 2 public mtgs. Also £50 for group insurance costs, £190 for newsletters and £50 other running costs. Current balance is £2399, made up of £1253.73 general acc, £899.15 Tuesday club and £246.12 Defibrillator. Bob, John and Liz volunteered for working group re finances.

Health Centre:

Weeping Cross health centre only graded at band 2 out of possible 6. Liz met new practice manager and is to be on patients group. Any comments needed before Dec 10th. Suggested inviting practice manager to next BCG mtg.

Police update:

2 thefts of cat converters and 2 garage thefts at Hillcroft Park. No news re fire at SP Plastics. A scrap dealer was warned for abusive behaviour.

Housing developments:

Milford Park is recommended for refusal on 3rd Dec., but no news on other developments. Money raised to pay Falmouth Ave solicitor costs of £3100. Aldi is awaiting a retail assessment of site.

Councillors updates:

Patrick Farrington is to stand for election at Baswich next May. Paul will not be standing and the Group thanked Paul for his services over last 4 years.

Parking enforcement is a Borough responsibility and Ann will try to get the wardens out to the estate more often.

Pros and cons of a parish council not clear and would need a referendum.

Tuesday group funds may run out next June. Finance working group to look at this.

Speed limits:

John Francis is progressing concept of 20mph limit to see what is feasible.

A speed limit on specific roads is likely to be easier than a 20mph zone on whole estate as this may need traffic calming measures.

Public meeting feedback:

Some issues were people chatting whilst speakers talking, and some people feeling little got done despite much discussion. A group summary is to be put on website with photos of local activities. A rep from school PTAs to be invited next time. Priorities for 2015 are 20mph limit, improving doctor’s surgery, litter free area, and parking.

Other Business:

Phone mast on Cannock Rd is temporary whilst HQ mast is decommissioned. Planning is looking at situation.

Libraries are at staff consultation stage re proposals.

Canal bridge is to be repaired in January. Volunteer groups could adopt local stretches of canal.

National Grid is fixing gas leaks at Weeping Cross roundabouts.

A litter pick is to be organized.

Defibrillator location to be put on website.

Minutes of Meeting 25th September 2014

Matters Arising from Previous Meeting:

Minutes agreed.

Treasurers report:

Current balance is £1548.97, made up of £846.7 in main account, £456.15 in Tuesday club account, and £246.12 in Defibrillator account. There is a bill to pay of £500.5 for Tuesday club room hire.

Website:

The new website was demonstrated and agreed by all to be very good and to be launched immediately. A months notice to be given to cancel the old site with a redirect placed on home page to the new site. Old website name to be dropped. The group expressed thanks to Steve Case for work on the old site and thanks to Steve Burrows for work developing the new site.

Police update:

No burglaries last month. 2 ASB noise complaints dealt with by police.

Housing developments:

Milford Park application is in and the Lynton Tavern application for new Coop store was called in and passed with conditions relating to deliveries. As part of the approval there are to be 51 car parking places for general public use in perpetuity. Gospel hall in Baswich lane also approved.

Not known what is happening about the Aldi application.

On police HQ site the PCC and Borough would like high quality housing. The outline planning app has expired and new plans are needed when the land is sold. Gypsy vans were removed from site and concrete blocks now placed at entrances.

Councillors updates:

There is to be no waiting on Radford Bank at peak times.

Library cannot be run entirely by volunteers – needs at least a paid manager. Could be used as a community facility if the right group of people could be assembled.

Tuesday club is growing and needs matched funding of £250 from BCG for this year. Other sources of funding need to be found for future years.

On Saxonfields the green areas and highways are adopted. Trees are growing over roadsigns on Baswich Lane near Saxonfields.

Speed limits:

Speed ramps are not favoured to enforce a 20mph limit, but the existing speed signs should be on all the time.

Installing the 20mph signs would be good even without any enforcement. Traffic would be slowed.

Public meeting on 6th November:

Leasowes school hall booked. Content is required for newsletter – email to Jonathan. Severn Trent works details to go in newsletter, which will be printed and distributed at end of October. Existing committee members OK for renomination. The format will be as in April, i.e. Q & A. Invites to MP, M Ellis, L Bloomer and police. Also possibly someone from NHS and highways.

Other Business:

John talked about youth clubs closing and drug problems.

Railway bridge footpath has lumps in it and highways need to fix.
